In exercise of the powers conferred on the Secretary of State by section 354(6) of the Education Act 1996^f1 and now vested in the National Assembly for Wales^f2, the National Assembly for Wales makes the following Order a draft of which was laid before, and approved by a resolution of, the National Assembly:
