  "text": "CONTROL OF FUEL AND ELECTRICITY\nMade 17th July 1980\nLaid before Parliament 21st July 1980\nComing into Operation 1st October 1980\nThe Secretary of State, in exercise of the powers conferred on him by section 1(1) of the Energy Act 1976 and of all other powers enabling him in that behalf, it appearing to him desirable for the purpose of conserving energy and after consulting with organisations in the United Kingdom appearing to him to represent those who will be affected including both consumers and suppliers of energy, and such other organisations as he thought appropriate as required by section 1(2) and (3) of the Energy Act 1976, hereby orders as follows:—",
