Whereas a draft of this Order has been laid before Parliament and has been approved by resolution of each House of Parliament:

Now, therefore, the Secretary of State, in exercise of the powers conferred upon him by sections 95(5) and 96 of the Road Traffic Regulation Act 1984^f1, hereby makes the following Order:
