Article 12 Power to permit further applications

Notwithstanding articles 4(2)(c ) and 7(2)(c ), the Minister may, if she thinks fit in a particular case, permit a person who has already made a first-stage application or a second-stage application to make a further first-stage application or second-stage application (as the case may be).
