  "text": "In this Schedule—\n“the participating bodies”, in relation to an arrangement, means—\n(i)the parties to the arrangement,\n(ii)the Further Education Funding Council for Wales, and\n(iii)each governing body of a school which has consented to the arrangement; and\n“the parties”, in relation to an arrangement, means—\n(i)each local education authority, and\n(ii)each governing body of an institution (or institutions) within the further education sector,\nwhich is a party to the arrangement.",
