  "text": "In section 98(2) of the Environmental Protection Act 1990 (definitions)—\n(a) paragraph (a) is omitted,\n(b) for paragraph (d) there is substituted—\n“ (d) any institution within the higher education sector within the meaning of section 91(5) of the Further and Higher Education Act 1992 ”, and\n(c) after paragraph (d) there is inserted—\n“ (da) any institution within the further education sector within the meaning of section 91(3) of the Further and Higher Education Act 1992 ”.",
