  "text": "In this Act, unless the context otherwise requires—\n“the 1980 Act” means the Education (Scotland) Act 1980\n“the Council\" means the Scottish Further and Higher Education Funding Council; and\n“ prescribed ” means prescribed by order or by regulations made by the Secretary of State.",
