The Secretary of State makes these Regulations in exercise of the powers conferred by section 17(1), (2) and (4) of the Skills and Post-16 Education Act 2022^f1 (“the Act”).

A draft of this instrument was laid before Parliament and approved by a resolution of each House of Parliament, in accordance with section 17(5) of the Act.
