  "text": "(This note is not part of the Regulations)\nThese Regulations apply only to principals of further education institutions in England appointed for the first time on or after 1st September 2007.\nRegulation 4 requires such principals to—\n(a) hold the Principals’ Qualification or to be participating in the Principals’ Qualifying Programme with a view to obtaining the Principals’ Qualification; or\n(b) hold any comparable recognised qualification obtained in Switzerland or any EEA country .\nBy regulation 5, this requirement does not apply to a person who is on the Principals’ Qualifying Programme.\nA consolidated text of Directive 92/51/EEC can be accessed at—\nhttp://eur-lex.europa.eu/LexUriServ/site/en/consleg/1992/L/01992L0051-19920707-en.pdf",
