  "text": "(1) An application for a permit may be made only by a person who—\n(a) occupies or proposes to occupy the premises, and\n(b) proposes to use the premises as an unlicensed family entertainment centre.\n(2) If the applicant for a permit is an individual, he must be an adult.",
