  "text": "In this Part “local authority” means—\n(a) in relation to England—\n(i) a district council,\n(ii) a county council for a county in which there are no district councils,\n(iii) a London borough council,\n(iv) the Common Council of the City of London, and\n(v) the Council of the Isles of Scilly,\n(b) in relation to Wales,\n(i) a county council, and\n(ii) a county borough council, and\n(c) in relation to Scotland, a licensing board continued in existence by or established under section 5 of the Licensing (Scotland) Act 2005 (asp 16).",
