  "text": "(1) A club or institute making an application for a permit must within the prescribed time send a copy of the application and of any accompanying documents to—\n(a) the Commission, and\n(b) the chief officer of police for any police area in which the premises are wholly or partly situated.\n(2) If a club or institute fails to comply with sub-paragraph (1) the application, and any permit issued in response to it, shall have no effect.",
