  "heading": "Tribunal Procedure Rules",
  "text": "(1) Tribunal Procedure Rules may make provision—\n(a) regulating the exercise of a right of appeal under this Act to the Tribunal;\n(b) for the suspension by the Tribunal of decisions of the Commission (whether or not they have already taken effect).\n(2) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(3) In the case of proceedings before the Tribunal under this Act, Tribunal Procedure Rules may provide—\n(a) that a person commits an offence if without reasonable excuse he fails to comply with a requirement of a specified kind imposed by or in accordance with the rules, and\n(b) that a person guilty of the offence shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
