  "text": "In exercising its functions under this Act the Commission shall aim—\n(a) to pursue, and wherever appropriate to have regard to, the licensing objectives, and\n(b) to permit gambling, in so far as the Commission thinks it reasonably consistent with pursuit of the licensing objectives.",
