  "heading": "Equal chance gaming",
  "text": "(1) For the purposes of this Act gaming is equal chance gaming if—\n(a) it does not involve playing or staking against a bank, and\n(b) the chances are equally favourable to all participants.\n(2) For the purposes of subsection (1) it is immaterial—\n(a) how a bank is described, and\n(b) whether or not a bank is controlled or administered by a player.",
