  "text": "Each party must, not less than 14 days before the day fixed for the hearing of the appeal, file a written notice stating—\n(a) whether he intends to call witnesses; and\n(b) the names of those witnesses he intends to call,\nand the Tribunal must send a copy of the notice to the other party.",
