Laid before the House of Commons 8th September 2000
Coming into force 1st October 2000
The Commissioners of Customs and Excise, in exercise of the powers conferred upon them by sections 12(4) and 14(1) of the Finance Act 1997, and of all other powers enabling them in that behalf, hereby make the following regulations:
