  "text": "MERCHANT SHIPPING\nMade 26th February 1991\nComing into force 12th March 1991\nWhereas a draft of this Order has been approved by resolution of each House of Parliament;\nNow, therefore, the Secretary of State for Transport, in exercise of the powers conferred on him by section 34(3) of the Merchant Shipping Act 1979 and of all other powers enabling him in that behalf, hereby makes the following Order:",
