The Secretary of State for Health, in exercise of the powers conferred upon him by sections 176, 195, 200 and 201 of the Health and Social Care (Community Health and Standards) Act 2003f1 and of all other powers enabling him in that behalf, hereby makes the following Order:

2003 c. 43. The powers conferred by sections 176, 200 and 201 are conferred on the appropriate authority. See sections 176(6), 200(2) and 201(2) which provide that, in relation to England, the appropriate authority is the Secretary of State.
