  "heading": "Section 14A of the Highways Act 1980 to have effect as if certain roads were highways",
  "text": "(1) Section 14A of the 1980 Act shall have effect in relation to a road to which paragraph (2) applies as if such a road were a highway.\n(2) This paragraph applies to a road in Greater London which—\n(a) is a road to which the public has access;\n(b) is not a highway; and\n(c) was constructed by an urban development corporation.\n(3) If a road to which paragraph (2) applies is designated as a GLA road pursuant to an order under subsection 14A(1) of the 1980 Act, that road shall, upon its becoming a GLA road in accordance with section 14A(2), become a highway maintainable at the public expense.",
