The Scottish Ministers, in exercise of the powers conferred by section 3(1) and (2) of the Further and Higher Education (Scotland) Act 1992f1 and of all other powers enabling them in that behalf, having consulted the education authority for the area in which the college is to be situated and any other person appearing to them to be affected in accordance with section 5 of the said Act, hereby make the following Order:
