  "text": "HEALTH AND SAFETY\nMade 6th March 1997\nLaid before Parliament 7th March 1997\nComing into force 1st April 1997\nThe Secretary of State, being the Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures relating to the control of laboratories carrying out tests on chemical products, in exercise of the powers conferred by the said section 2(2) and, with the consent of the Treasury, the powers conferred by section 56(1) and (2) of the Finance Act 1973, and of all other powers enabling him in that behalf, hereby makes the following Regulations—",
