  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1999/2430 and is being issued free of charge to all known recipients of that Statutory Instrument..\nROAD TRAFFIC\nMade 7th December 2004\nLaid before Parliament 9th December 2004\nComing into force 1st January 2005\nThe Secretary of State for Transport, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation and supervision of the qualifications of persons engaged in road transport, in exercise of the powers conferred upon him by that section hereby makes the following Regulations:",
