Coming into force 1st October 1999
The Secretary of State for Environment, Transport and the Regions being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the regulation and supervision of the qualifications of persons engaged in road transport, in exercise of the powers conferred by that section hereby makes the following Regulations:
