  "text": "(a) an application is made to a traffic commissioner in accordance with regulation 10; or\n(b) an appeal is made to the Transport Tribunal in accordance with regulation 13,\nand the traffic commissioner or the Transport Tribunal, as the case may be, determines that one or more of the grounds specified in regulation 10(4) is made out, the traffic commissioner or the Transport Tribunal shall order an authorised person to return the vehicle to the owner.",
