  "text": "(1) If—\n(a) no application for the return of a vehicle is made in accordance with regulation 10; or\n(b) such an application is made but the traffic commissioner, or the Transport Tribunal in the event of an appeal under regulation 13, determines that none of the grounds specified in regulation 10(4) is made out,\nthe authorised person may sell or destroy the vehicle as he thinks fit.\n(2) After disposing of a vehicle under paragraph (1), the authorised person shall serve notice of the disposal on the following persons—\n(a) the owner of the vehicle;\n(b) the traffic commissioner in whose area the vehicle was detained;\n(c) the chief officer of the police force in whose area it was detained;\n(d) the Association of British Insurers; and\n(e) the British Vehicle Rental and Leasing Association.",
