  "text": "(1) Where an authorised person has reason to believe that a vehicle is being, or has been, used on a road in contravention of section 2 of the 1995 Act, he may detain the vehicle and its contents.\n(2) Paragraph (1) shall not authorise a person other than a constable in uniform to stop a vehicle on any road.",
