The Secretary of State for Transport, in exercise of the powers conferred by section 45(6) of the Road Traffic Act 1972 (“the 1972 Act”)^f1 and now vested in him^f2 and by the Department of Transport (Fees) Order 1988^f3, and of all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of the 1972 Act, hereby makes the following Regulations –
