  "text": "ROAD TRAFFIC\nMade 5th March 1990\nLaid before Parliament 12th March 1990\nComing into force 2nd April 1990\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 49, 51(1), 53(5) and 63(5) of the Road Traffic Act 1988 and the Department of Transport (Fees) Order 1988, and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:–",
