  "text": "ROAD TRAFFIC\nMade 9th July 1998\nLaid before Parliament 10th July 1998\nComing into force 1st August 1998\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 49 and 51(1) of the Road Traffic Act 1988 and by virtue of the Department of Transport (Fees) Order 1988, and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:—",
