  "text": "ROAD TRAFFIC\nMade 22nd August 1988\nLaid before Parliament 2nd September 1988\nComing into force 23rd September 1988\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 45, 46(5) and 51(5) of the Road Traffic Act 1972, and now vested in him, and of all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of that Act, hereby makes the following Regulations:—",
