The National Assembly for Wales, in exercise of the powers conferred on it by sections 19(3), 34(5)(b), 210(7) and 214(1) of the Education Act 2002^f1, and sections 519 and 569(4) of the Education Act 1996^f2, makes the following Regulations:

The functions of the Secretary of State under sections 519 and 569(4) were transferred to the National Assembly for Wales by the National Assembly for Wales (Transfer of Functions) Order 1999 (SI 1999/672).
