  "text": "(1) Section 31 of the Act (limits of the general power) is amended as follows.\n(2) After subsection (5), insert—\n“(5A) Any reference in subsection (3) above to the provision of health services does not include a reference to the provision of services or facilities for promoting improvements in, or protecting, public health.”.\n(3) In subsection (6), for “(5)” substitute “(5A)”.",
