  "text": "(1) Each of the following bodies, namely—\n(a) Transport for London,\n(b) any London borough council, or\n(c) the Common Council,\nmay establish and operate schemes for the licensing of persons providing workplace parking places in Greater London.\n(2) Schedule 24 to this Act (which makes provision supplementing this section) shall have effect.",
