  "text": "(1) It shall be the duty of the Mayor to review the spatial development strategy from time to time.\n(2) If the Secretary of State so directs, the Mayor shall, within such time as the Secretary of State may specify in the direction, review the spatial development strategy or such part of it as may be specified in the direction.",
