  "text": "In section 1(4) of the Local Authorities (Goods and Services) Act 1970, in the definition of “local authority”—\n(a) after “London borough,” there shall be inserted “ the Greater London Authority, ”; and\n(b) after “any joint authority established by Part IV of the Local Government Act 1985” there shall be inserted “ and the London Fire and Emergency Planning Authority, Transport for London and the London Development Agency ”.",
