  "text": "Those rules shall be construed as though the following definition applied—\n“central counting system” means such computer hardware and software, data, other equipment and services as may be provided by the returning officer for the purpose of counting and calculating electronically the numbers of ballot papers, or votes cast on them, at the elections, including the provision of information to allow for the verification of ballot paper accounts.",
