  "text": "The Secretary of State may give directions as to the exercise by the Commission of any functions under this Part; and, in particular, the directions may—\n(a) specify matters which the Commission must take into account in preparing a report;\n(b) require the Commission to have regard to any guidance given by the Secretary of State as respects matters to be taken into account in preparing a report.",
