  "text": "(1) Before constructing any of the authorised railways the undertakers shall submit to the Secretary of State for his approval plans, sections and particulars of their proposals concerning—\n(a) permanent way, track or stations;\n(b) signalling; and\n(c) lighting.\n(2) Any such works shall be constructed and maintained in accordance with such plans, sections and particulars approved by the Secretary of State.",
