Paragraph 9 Election of first elected Commissioners

Only a person whose name appears on the list compiled by the returning officer under paragraph 7 above, shall be eligible for nomination and entitled to vote at the first commoners' election.

No person whose name appears on the list shall be entitled to more than one vote.
