  "text": "(1) At a meeting of the Commission the chairman of the Commission, if present, shall preside.\n(2) If the chairman of the Commission is absent from a meeting of the Commission, the vice-chairman of the Commission, if present, shall preside.\n(3) If both the chairman and vice-chairman of the Commission are absent from a meeting of the Commission, such Commissioner as the Commissioners present choose shall preside.",
