The Treasury, in exercise of the powers conferred upon them by section 77(3), (8) and (9) of the Social Security Contributions and Benefits Act 1992 , section 77(3), (8) and (9) of the Social Security Contributions and Benefits (Northern Ireland) Act 1992 , and section 54(1) of the Tax Credits Act 2002 hereby make the following Regulations:
