  "text": "The Guardians shall hold their First Annual Meeting on the last Tuesday in the Month of April in the Year One thousand eight hundred and sixty-nine, and shall hold their Second and subsequent Annual Meetings respectively on the last Tuesday in the Month of April in every subsequent Year, all such Annual Meetings to be held at the Hour of Eleven in the Forenoon.",
