In regulation 29A (trade licences)—\n(a) the existing text become paragraph (1);\n(b) in that paragraph, for “Secretary of State”, substitute “Governor”;\n(c) at the end insert—\n“(2) The Governor may issue a licence under paragraph (1) only with the consent of the Secretary of State.””.",
