  "text": "In these Regulations—\n“the Act” means the Sanctions and Anti-Money Laundering Act 2018;\n“arrangement” includes any agreement, understanding, scheme, transaction or series of transactions, whether or not legally enforceable (but see paragraph 12 of Schedule 1 for the meaning of that term in that Schedule);\n“CEMA” means the Customs and Excise Management Act 1979;\n“the Commissioners” means the Commissioners for His Majesty’s Revenue and Customs;\n“the Committee” means the Committee of the Security Council established in accordance with paragraph 19 of resolution 2653;\n“conduct” includes acts and omissions;\n“document” includes information recorded in any form and, in relation to information recorded otherwise than in legible form, references to its production include producing a copy of the information in legible form;\n“resolution 2653” means resolution 2653 (2022) adopted by the Security Council on 21st October 2022;\n“resolution 2699” means resolution 2699 (2023) adopted by the Security Council on 2nd October 2023;\n“resolution 2700” means resolution 2700 (2023) adopted by the Security Council on 19th October 2023;\n“resolution 2752” means resolution 2752 (2024) adopted by the Security Council on 18th October 2024;\n“trade licence” means a licence under regulation 29A;\n“Treasury licence” means a licence under regulation 29(1);\n“United Kingdom person” has the same meaning as in section 21 of the Act.",
