  "text": "In this Order—\n“the 1996 Act” means the Education Act 1996;\n“the 2001 Regulations” means the Education (Special Educational Needs) (England) (Consolidation) Regulations 2001;\n“the 2006 Regulations” means the Education (Pupil Registration) (England) Regulations 2006;\n“the authority” means the Council of the City of Portsmouth;\n“the School” means the community special school known as The Harbour School and located at 151 Locksway Road, Milton, Portsmouth, Hampshire, PQ4 8LD.",
