  "text": "(This note is not part of the Order)\nThis Order establishes a further education corporation under section 16(1) of the Further and Higher Education Act 1992 for the purpose of establishing and conducting Harrow College, and appoints 1st August 1999 as the “operative date” for the purposes of Part I of that Act.",
