  "text": "(1) Before making regulations under Part 1 or Part 2, the Secretary of State must consult such persons as the Secretary of State thinks fit.\n(2) The requirement to consult under subsection (1) may be satisfied by consultation that took place wholly or partly before the passing of this Act.",
