  "text": "(1) Subject to paragraph (2), 15th March 2000 is the day appointed for the coming into force of subsections (1), (2) and (4) of section 60 of the Act and Schedule 3 to the Act.\n(2) The reference in paragraph 11(3) of Schedule 3 to the Act to arrangements made under section 28C of the National Health Service Act 1977, is to be taken as referring only to a pilot scheme under Part I of the National Health Service (Primary Care) Act 1997 under which personal medical services are to be provided, and the purpose of bringing paragraph 11(3) of Schedule 3 to the Act into force is limited accordingly.",
