  "text": "(1) The executive members are to be appointed by the chairman and the non-executive members of the Commission.\n(2) The executive members must be—\n(a) employees of the Commission, or\n(b) persons seconded to the staff of the Commission.\n(3) A person may not be appointed as an executive member unless he is recommended for appointment by the chief executive.",
